DISTRICT ADMINISTRATION : 

Golaghat D.C. OfficeWithin  the amalgamated establishment of the  Deputy Commissioner, Golaghat  are  the Offices of the Sub-Divisional Officers ,  Dhansiri  and Bokakhat. The functions and matters looked after by the Deputy Commissioner's office are manifold. The branches of the office of the Deputy Commissioner are reorganised as Administration,  Civil Defence, Confidential, Development, Election, Excise, Home Guards, Magisterial, Nazarat, Personnel, Ragistration, Revenue, Supply, Treasury and  Zila Sainik Board.

 

GOVERNMENT  DEPARTMENTS :

AGRICULTURE DEPARTMENT :

The Office of the Sub-Divisional Agricultural Office, Golaghat was established in June,1957. And the Office of the District Agricultural Office, Golaghat, was established on Sept, 1989.

Some of the on going Schemes of the Department :

     (a) Samridha Kishak Yojana (SKY) S.T.W. under NABARD.
     (b) ICDP - Agricultural implement.
     (c) ARIASP.
     (d) Training and Visit Programme.
     (e) Project for expansion of coconut area under Coconut Development              Board, Government of India.

Notable Achievements : Installation of S.T.W under

     (a) ARIASP                  -    800 Nos.
     (b) SKY - 1st phase     -   700 Nos.
     (c) SKY - 2nd phase      - 2183 Nos.

ASSAM  STATE  HOUSING  BOARD :

The main objective of the Assam State  Housing  Board is to  provide   financial assistance   in terms of loan and technical supervision for construction of residential houses to  the  individuals. Financial  assistance  in terms of loan and subsidy under   Janata  Housing Scheme  is  being provided  to  the   individual  of  the   Economically Weaker Section of the rural areas.

In Golaghat, there is also a Rental Housing Complex consisting of two nos.  of   M.I.G. ( Middle  Income Group)  Building with 10 nos. of units and one no. of L.I.G. (Low Income Group) Building with 4 nos. of units.

There is also a Building Centre for production of Cost Effective Building materials.

DECENTRALISED  PLANNING   BRANCH :

District  Planning  Cell was set up in 1986, in D.C.'s office headed by Dist. Planning  Officer ( presently  A.D.C., In - charge of Development)   who is also the  Vice - Chairman of  the core group and  Member Secretary of the S.P.D.C. The main functions of the Dist. Planning Cell are as follows :-

(i)    Preparation of AOPs.
(ii)   MPS' & MLAS' Local Areas Development Schemes.
(iii)  Untied Fund Schemes.
(iv)  Border Areas Development Schemes.
(v)   Monthly D.D.C. meeting in order to review the PMS' 20 point                programme and  other  development  activities and inter-departmental      matters including BMS, ARIASP etc.
(vi)  Core-group & S.P.D.C. meeting.

The Decentralised Planning Branch is located in Mahkuma Parishad Building.

DISTRICT RURAL DEVELOPMENT AGENCY :

The Golaghat  District  Rural Development Agency  was  formed on 26-1-89.   Till   31-3-89,  the function of this Agency was conducted as per the plans formulated by  the  District  Rural  Development   Agency,  Jorhat. This Agency has started functioning of its own from 1-4-89.

At present, on going programmes are :

     (a) Indira Awas yojana
     (b) Swarnajayanti Gram Swarozgar
     (c) Employment Assurance Scheme
     (d) Jawahar Gram Samridhi Yojana and
     (e) Operation Black Board.

DISTRICT JAIL :

Golaghat Jail Office was constructed in the year 1903. In the beginning, it functioned as a Subsidiary Jail to the District Jail at Jorhat, the Sadar of the then Sibsagar District (Undivided). It discharged the function of detaining the undertrial Prisoners of the local courts and of transferring the convicted ones to the nearest receiving Jails.   Later on the Jail got to the status of a District Jail.

The  Jail  is  located  in  the heart  of  Golaghat   town  and covers a land area of twelve bigha one lacha including an area measuring one bigha three katha and eleven lacha within the bamboo enclosure wall. The rest of the land is covered mainly by the Vegetable Gardens, and Staff Quarters.

DISTRICT  TREASURY :

The  Golaghat  District  Treasury came in to force w.e.f. 23-10-87, although  this Treasury  is  functioning  since  1946 as Sub-Treasury of the undivided Sibsagar District.

DISTRICT INFORMATION AND PUBLIC RELATIONS OFFICE :

The main function of this office is to publish the Government plans, programmes and schemes keeping liaison with the people and the government.

DISTRICT INDUSTRIES & COMMERCE CENTRE :

The history of the Industries Department of Golaghat dates back to the year 1971 when the Superintendent  of Industries level office was shifted from Diphu and set up at Golaghat. And in the year 1986, the Superintendent of Industries office was up-graded to the rank of Assistant Director of Cottage Industries.

Since introduction of the District Industries Centre's Scheme by the Government of India in 1979, all the districts of Assam were included phasewise under this scheme and accordingly District Industries & Commerce  Centre, Golaghat was established and started functioning from the month of January 1996.

The main aim of the D.I.C.C. is to motivate and provide all infrastructures for rapid growth of new industries in the district. On going Schemes of  D.I.C.C. Golaghat  are  Registration,  Grants- In-Aid, Loan to the SSI Units, Loan to the Handicraft Units, Bank Finance, Training Programme, P.M.R.Y. Scheme,  K.V.I.C. Scheme, Transport Subsidy, Incentives under North East Polity, 1997 and Infrastructure facilities under Industrial Policy of Assam 1997.

ECONOMICS & STATISTICS :

The Office of Economics and Statistics is mainly entrusted with the collection of primary data on selected subjects through sample surveys and census etc. such as conducting of sample crop estimation surveys on  principal food and non food crops, Socio-Economic survey, State Govt. Employees Census, Collection of prices on selected centres, Tea Statistics, estimation  of District Domestic Products and preparation of  District at a glance.

EMPLOYMENT EXCHANGE :

The Employment Exchange, Golaghat was established on 22-9-61 at Salikipatty (Mission Road) Golaghat. The present District Employment Exchange has been functioning as a district level office since 17.3.87. All together, 50,607 Nos. of applicants have registered their names for employment assistance in this District up to June/01.

As  per  employment  statistics  available  in this office 376 Nos. of applicants were placed during the last five years. There is also an Employment Exchange functioning at Dhansiri, Borpathar since 1989.  Further, there  are two nos. of Bureaus one at Bokakhat and other at Sarupathar attached to the S.D.O.Offices respectively.

GOLAGHAT CULTURAL CENTRE :

The main function of this centre is folk and traditional culture development in the district. The centre provides portable stages, chamiyana, chairs etc. at free of cost to the registered organisations .

The centre is located  in P.H.G. Path, Golaghat.

HOME  GUARDS :

Assam Home Guards Organisation came into existence in 1947 following  enactment of Assam Home Guards Act 1947. This organisation actually started functioning fully since 1962 after the Chinese aggression.

In Golaghat District, at present 99 Home Guards are on deployment for guarding the vital installation at N.R.L., Oil India Pipe line, ONGC, Telephone Exchange and Tea Gardens etc.  besides 100 Home Guards have been deployed in different police stations for assisting police  in Law & order duty in Golaghat district.

I.T.D.P. :

The I.T.D.P.,Golaghat is a Micro Project that has come into existence in March,1980, for all round development of the tribal people living in the district. It is a unit of proper planning & implementation of Project Schemes in a co-ordinated manner where the main problems, existing level of development, backlogs of development activities are considered elaborately. At present, the main functions of the office is to approve the different TSP  schemes submitted by the development departments, distribution of post matric scholarships among the backward class students of the district, distribution of grant in-aid under family oriented schemes among S.T.(P) people & loan to individual S.T. beneficiaries under F.O.I.G. Schemes etc.

IRRIGATION  DEPARTMENT, GOLAGHAT DIVISION :

Irrigation work in Golaghat district was earlier carried out by Jorhat Division (Irrigation) with a Sub-Division at Golaghat. In March/79, it was renamed as Golaghat Division (Irrigation) and shifted to Golaghat and started functioning with effect from  2.5.79. The Sarupathar Sub-Division which  was entrusted for investigation works  in  Golaghat and Eastern part of Karbi Anglong district was renamed as Sarupathar Sub-Division (Irrigation)  and is under the Administrative control of this division.

POLLUTION  CONTROL   BOARD :

Considering the need of protection of environment of the area, Pollution Control Board, Assam has established its 6th Regional Office at Golaghat as per Water (Prevention and Control of Pollution) Act, 1974 and Air  (Prevention & Control of Pollution) Act, 1981 in the middle of January, 1994.The area under the jurisdiction of this office is Golaghat district and Karbi Anglong district with Head Quarters at Golaghat.

PWD, GOLAGHAT BUILDING SUB-DIVISION :

Some of the on going projects under the Golaghat Building Sub-Division are :

      (a) Construction of residential Girls Polytechnic at Golaghat
      (b) Construction of new District Jail at Bogorijeng, Golaghat
      (c) Construction of Additional Circuit House at Golaghat
      (d) Construction of S.D.O(C)'s Residence at Sarupathar

Some of the on going projects under Dergaon building Sub-Division are :

      (a) Construction of 30 bedded Rural Hospital at Charingia.
      (b) Improvement & Renovation of few P.H.C. & C.H.C.

The Office of the Executive Engineer, Jorhat Building Division is located at Jorhat.

SOCIAL  FORESTRY :

The  Social  Forestry Division, Golaghat covers two civil districts i.e. Jorhat and Golaghat and comprises of five ranges i.e. Golaghat, Sarupather, Kohora, Jorhat and Majuli.

The Division is maintaining two nos. of recreational parks under S.C.C.P.Scheme under Kohora Social Forestry Range, Bokakhat.

1.  Oriole Park at Rajabari situated on the N.H. 37 about 8 km. from East Bokakhat town, with minimum        facilities of toilet, drinking water and sitting arrangement.

2.  Kohora Memorial Park at Kohora situated at Kohora with facilities of drinking water and sitting arrangement.

SUB-DIVISIONAL WELFARE OFFICE :

Office of the Sub-Divisional Welfare Office, Golaghat functions under Director,  W.P.T. & B.C. under the Department of W.P.T. & B.C. Government of Assam. The department functioned under planing branch of the office of the Sub-Divisional Officer Golaghat (Civil) earlier.  In 1976, separate SDWO office started functioning. Pre-Matric scholarship are awarded to students of LP/ME/HE etc. belonging to SC/ST/OBC categories and Tea & Ex-Tea Garden Tribes. Also, Family Oriented Income Generating Scheme are granted to the persons living below poverty line through various development boards constituted by Government from time to time .

The office is located at Santipur, Ward No- 3 , Golaghat

DISTRICT JUDICIARY :

The Court of District & Sessions Judge was inaugurated at Golaghat in 1998. At present, the following Courts are functioning at Golaghat :
