Common Service Centres (CSC)

  • Common Service Centres (CSC) scheme is one of the mission mode projects under the Digital India Programme.
    CSCs are the access points for delivery of essential public utility services, social welfare schemes, healthcare, financial, education and agriculture services, apart from host of B2C services to citizens in rural and remote areas of the country. It is a pan-India network catering to regional, geographic, linguistic and cultural diversity of the country, thus enabling the Government’s mandate of a socially, financially and digitally inclusive society.


    CSC 2.0 Scheme:
    Based on the assessment of CSC scheme, the Government launched the CSC 2.0 scheme in 2015 to expand the outreach of CSCs to all Gram Panchayats across the country.
    Under CSC 2.0 scheme, at least one CSC will be set up in each of the 2.5 lakh GPs across the country by 2019. CSCs functioning under the existing scheme will also be strengthened and integrated with additional 1.5 lakh CSCs across the country.
    CSC 2.0 scheme would consolidate service delivery through a universal technology platform, thereby making e-services, particularly G2C services accessible to citizens anywhere in the country.

    A self-sustaining network of 2.5 lakh CSCs in Gram Panchayats.

    Large bouquet of e-services through a single delivery platform.

    Standardization of services and capacity building of stakeholders.

    Localised Help Desk support.

    Sustainability of VLEs through maximum commission sharing.

    Encouraging more women as VLEs.

    CSC e-Governance Services India Limited:
    CSC e-Governance Services India Limited, a Special Purpose Vehicle, has been set up by the Ministry of Electronics & IT under the Companies Act, 1956 to oversee implementation of the CSC scheme. CSC SPV provides a centralized collaborative framework for delivery of services to citizens through CSCs, besides ensuring systemic viability and sustainability of the Scheme.


    Vision of CSC SPV:
    To develop CSCs as a reliable and ubiquitous IT-enabled network of citizen service points connecting local population with government departments, business establishments, banks, insurance companies and educational institutions, with an impact on primary, secondary and tertiary sectors of the country’s economy.

    FI (Financial Inclusion): Digital finance inclusion awareness & access, VLE Bazaar, Skill Development, CSC’s as GST Suvidha provider, Banking, Insurance Service, Pension Schemes, PMFBY etc.

    Education: NDLM/PMGDISHA, Legal Literacy Programme, Other education Courses-Neilit, BCC, Tally, Learn English, Sarkari Pariksha etc.

    Health Services: Tele Health Consultations, Pradhan Mantri Jan Aushadhi Kendra, Health Homeo etc.

    ABOUT DIGITAL VILLAGE:

    Ministry of Electronics & Information Technology adopted a digital village through CSC-SPV at Feta Gaon, GP-Dergaon, Block-Kakodonga Development Block of Golaghat District under CSC VLE Bedanta Kumar Borah. Computer Education, Tele Law, Tele Medicine, Banking Services are available at Digital village for the rural citizen.

    SUCCESS STORIES:

    NAJMA BEGUM, BATIPORIA

    House wife Najma Begum of Batiporia Lukumai Gaon, GP Uttar Gurjugonia, Golaghat central block of district Golaghat completed PMGDISHA training in the month of September 2017 and in the month of January 2018 she started her own computer DTP/XEROX cum Internet café at their locality near Batiporia Chari ali. When I visited her she told that after completing the PMGDISHA training and exam she went to the CSC of Anjuwara Begum, VLE to learn more on the computer knowledge and took class for another 2 months BCC course and with the support of her Husband now she has become the owner of the computer stationery shop and started earning. Her transformation from Housewife to woman entrepreneur is really appreciable. She thanked the CSC VLE Anjuwara Begum as well as District CSC team of Golaghat for offering the chance to learn computer and explore various uses of internet and digital payments.

    ROBI URANG, DAKHINHENGEREA

    Tea Garden labour Robi Urang of Dakhin Hengera tea Estate of Uttar Kamarbandha GP, Block-Golaghat Central, who worked as daily wage labour at tea garden factory and earned daily wage of Rs. 130 now he is earning monthly Rs. 3000/- by working in a local computer stationery shop where he does XEROX, MOBILE/DTH recharge, DTP and IRCTC tickets for the nearby KAMARBANDHA Railway station. Whenever he gets time he came to the CSC of Inamul Haque Hazarika, VLE of Uttar Kamarbandha GP, he tried to learn as much as he could have. Whenever District team visited the center he was always available there and in the absence of VLE Inamul Haque Hazarika he used to look after the csc. VLE Inamul Haque Hazarika added that Robi Urang is a quick learner and he is the first student of PMGDISHA in his center and he took admission in PMGDISHA on 16-11-2017 and completed his exam on March 2018. That means he took 4 months of training and used to spend the second half of the day in the CSC of Inamul Haque Hazarika by helping him in his works.

    SMTI MRINALI DEVI, BETIONI

    Housewife Mrinali Devi of Betioni GP, Block Golaghat Central, Golaghat states that her life took a dramatic change after completing PMGDISHA as now she helps VLE Akhil Borthakur in his CSC works as a co-worker. They are husband wife and earlier she was busy in the household works only but after PMGDISHA she helps her husband. She is very much happy to help citizens providing services through CSC.
